What is the "Government Shutdown"?

I've lived in the U.S. for a year (moved from Britain) and I'm currently watching news programs like msnbc and there's a big debate over something called the "Government Shutdown". There's a countdown clocky and everything. Can someone, anyone, please explain to me what this is?
