Why did the Broncos' Pat Bowlen hire another offensive coach to replace Mike Shanahan?

Former Patriots offensive coach Josh McDaniels is now the Broncos' head coach. Considering Denver's defensive problems, they could have hired Rex Ryan, Steve Spagnuolo or Raheem Morris--all those guys being veteran defensive coaches. Why didn't the Broncos hire somebody who had coached defense?
