Did the railroad conductor have the right to say this?

My friends and i took a train home and i forgot something. So I went back to get it. My friends put his foot in between the doors to let me out. After that happened, the conductor said this " do u want to go to to jail and started uming we were playing around and he was also haring us." But we did not do any horseplay, there was a cop that saw everything and he saw that i forgot something and went back and got it. I got scared when the cop starting walking towards us and i thought he would say something to us. But he ped us and said nothing. When the train left, we noticed that the train stopped and it seemed like the cop had a conversation with the conductor. Did the conductor have the right to say that to us? His words "Do you wanna go to jail?"
